Opinions of the Ministry of Agriculture and Rural Affairs, Industry and Information Technology on accelerating the pilot verification and maturation application of innovative agricultural machinery products
1、 Overall requirements
By 2027, we will focus on large-scale high-end intelligent agricultural machinery equipment and agricultural machinery equipment suitable for hilly and mountainous areas, establish a number of agricultural machinery testing and certification platforms, and create a number of agricultural machinery maturation application centers and test fields. The testing and certification capabilities of agricultural machinery equipment will be rapidly improved, and the maturation application scenarios will continue to expand. The industrialization oriented agricultural machinery research and development innovation mechanism model will be further improved. By 2030, the research and development cycle of agricultural machinery and equipment will be significantly shortened, the industrialization capability of scientific and technological achievements will be significantly enhanced, the high-level pilot certification platform system will be basically formed, the large-scale maturity application scenarios of planting, breeding and processing industries will be basically covered, and the system and mechanism of pilot certification and maturity application in agricultural machinery will operate efficiently.
2、 Adhere to the industrialization and application orientation of agricultural machinery research and development and creation
(1) Focus on production needs to determine a list of key challenges. Around the stable production and supply of grain and important agricultural products, based on the urgent needs of agricultural production, benchmarking international advanced technology levels, organizing relevant production enterprises, scientific research units, appraisal and promotion institutions, and application entities in the industry, compiling and dynamically updating the national and provincial list of agricultural machinery and equipment shortcomings, prioritizing research and development, and determining the list of equipment breakthroughs.
(2) Highlight industrialization evaluation indicators. Establish a special evaluation index system for agricultural machinery R&D guided by industrial application and led by technological progress, take the achievement of key technology breakthroughs and small batch production and sales as the key goals, highlight the reliability of the whole machine, technology progressiveness, product innovation, the number of sales desks for R&D machines, the number of areas for promotion and application, and other indicators, instead of taking the number of published papers and patent applications as rigid requirements, actively promote the market and users to test and evaluate scientific and technological achievements.
(3) Establish a research, production, and application research and development consortium. Adhere to the whole industry chain to focus on agricultural machinery research and development, connect the upstream and downstream of the industry chain, encourage agricultural machinery production enterprises, scientific research units, appraisal and promotion institutions, and application entities to form research, production, and promotion consortia, jointly apply for and implement research and development projects, and participate in project design, prototype trial production, field performance testing, aging improvement, and demonstration promotion in an integrated manner. Support identification and promotion institutions, as well as application entities, to fully participate in the research and development of machinery, timely discover and provide feedback on machinery problems, and form a virtuous cycle of "problem feedback improvement field application". Encourage personnel from scientific research institutions to deeply participate in agricultural machinery research and development through technology envoys, vice presidents of science and technology, and stationed in enterprises.
(4) Promote the matching and adaptation of machines, arts, crops, and fields. Integrating agricultural and variety experts into the agricultural machinery research and development team, promoting the active integration of agricultural machinery structure design with farming systems, cultivation modes, breeding processes, and variety requirements, actively adapting to the operational needs of different field sizes and soil types, synchronously promoting agricultural machinery suitability, variety suitability, and farmland suitability, accelerating the formation of a replicable and easy to implement agricultural machinery research and development design plan that integrates the requirements of machinery, technology, variety, and field, and expanding the applicable scope of agricultural machinery.
3、 Accelerate the improvement of testing and certification capabilities in agricultural machinery
(5) Constructing a trial and verification platform. Carry out a nationwide survey and planning layout of testing and certification capabilities for agricultural machinery, relying on leading enterprises, scientific research units, and appraisal and promotion institutions in various fields, and construct testing and certification platforms and performance testing centers for key products in different regions and industries. Support specialized services such as whole machine and component testing and verification, process improvement and amplification, product type testing, performance testing, and small-scale trial production, and form a systematic solution. Support the establishment of regional pilot testing platforms and performance testing centers with a wide radiation range, strong conversion ability, and good development mechanisms in areas where conditions permit, and carry out key process technology and product quality performance testing for multi item agricultural machinery equipment. Encourage leading agricultural machinery enterprises to independently build pilot certification platforms and take the lead in implementing them in key areas.
(6) Carry out experimental verification of key technology research and development. Support enterprises, scientific research institutions, and appraisal and promotion agencies to collaborate on key technology breakthroughs in pilot testing, with a focus on tackling key issues such as complex environmental testing and reliability and applicability simulation analysis. Promote the application of information technologies such as artificial intelligence (AI), digital twins, and big data, carry out digital, networked, and intelligent transformation of experimental equipment and processes, continuously improve the quality of experimental certificates, and promote the optimization and upgrading of agricultural machinery manufacturing assembly level and processing technology.
(7) Improve the pilot verification facilities and equipment. Support the main body of the construction of the pilot testing platform to improve the testing site, equipped with testing equipment, testing instruments, basic software, and industrial software required for prototype trial production, technical maturity, process validation, and scale-up trial production, as well as supporting facilities for safety and environmental protection. Improve the testing equipment for complex working conditions and key components, strengthen the comprehensive data management and application of research and development, testing, and faults, and enhance the pilot testing capability. Establish a strong national agricultural machinery and equipment industry metrology testing center to provide appraisal, testing, and metrology services for innovative products.
(8) Promote pilot public services. Promote the market-oriented operation of the established pilot testing platform and performance testing center to provide services such as complete machine and component testing and verification, product type testing, and performance testing for industry systems. Encourage the opening and sharing of instruments, equipment, and testing sites to the outside world, develop new service formats such as equipment leasing, remote operation and maintenance, and shared testing, and promote the sharing and third-party acceptance of experimental verification data. Encourage the participation of testing and certification platforms in agricultural machinery testing and certification in industrial systems. Make good use of the digital management service platform for manufacturing pilot projects, strengthen the sharing and docking of pilot resources, and promote advanced experience.
4、 Make every effort to create application scenarios for agricultural machinery maturation
(9) Construct a maturation application center and testing site. Support production enterprises, research institutions, and promotion agencies to lay out and construct comprehensive mature application centers for large-scale high-end intelligent agricultural machinery equipment, hilly and mountainous agricultural machinery equipment, facility agriculture equipment, as well as sub centers in various fields and industries, to promote the continuous iteration and upgrading of innovative products in application and improve performance. Guide various regions to rely on large state-owned farms, agricultural machinery cooperatives, regional agricultural machinery socialization service centers, etc., to build a number of mature application test sites for different terrain conditions, soil types, and crop varieties, providing sufficient field performance testing and reliability applicability verification sites for innovative agricultural machinery products.
(10) Highlight the large-scale maturation application in multiple scenarios. Increase the number of mature application test sites in different scenarios, expand the number of prototype deployment and experimental verification work area, and through repeated operation verification in multiple seasons and scenarios, fully collect field performance testing data and prototype user evaluation to ensure accurate and rapid detection of problems and optimization of performance. Support the research and development, manufacturing, promotion, and application of agricultural machinery and equipment in the pilot zone for exploring and constructing large-scale mature application scenarios, promote pilot projects for mature application of hilly agricultural machinery, support the establishment of a number of comprehensive, full process, and large-scale mature application test fields in areas with conditions, and promote the accelerated large-scale application of innovative agricultural machinery products in counties and larger areas.
(11) Give full play to the important role of agricultural machinery promotion organizations. Support agricultural machinery promotion agencies at all levels to participate in the entire process of agricultural machinery equipment maturation and application. Based on the maturation and application test field, organize and carry out field performance testing activities for innovative agricultural machinery products. Collaborate with R&D personnel and enterprise technical personnel to collect and organize test data and usage issues, and propose suggestions for optimizing and improving machine performance. Organize on-site operations, field demonstrations, and other demonstration and technical training activities for the soon to be mature and standardized machinery, to enhance the acceptance and recognition of innovative products among farmers. Support and guide frontline "soil experts" in the use of agricultural machinery to participate in relevant work related to maturation and application.
(12) Innovate and expand mature application channels. Focusing on agricultural machinery cooperatives and regional agricultural machinery socialization service centers, we support and guide them to trial, lease or purchase innovative agricultural machinery products, provide timely feedback on the effectiveness of equipment use, and demonstrate and promote the application of new equipment. Encourage various regions to pilot and use innovative products through government procurement of services, job subsidies, and other means, in order to expand the market space for innovative product applications. Support the annual promotion and release of innovative agricultural machinery products with public welfare nature or the holding of supply and demand matching meetings to promote effective alignment between research and development achievements and local demand. Encourage increased promotion of innovative products through live video platforms and guide users to purchase and use machines.
5、 Strengthen the support of resource elements
(13) Promote synchronous linkage of technical specification revision. Support relevant units and institutions to jointly develop technical rules and standards for pilot testing. Guide agricultural machinery appraisal and promotion institutions at all levels to timely follow up on the research and development progress of innovative agricultural machinery products. For products that are about to be finalized, prepare experimental appraisal outlines and relevant standard preparation plans in advance; For urgently needed key products, timely initiate the outline standard revision work during the prototype testing stage, and organize drafting units to deeply participate in the prototype field performance testing.
(14) Optimize innovative product inspection and testing services. Promote the implementation of the construction project of the National Agricultural Machinery Testing and Appraisal Center. Strengthen the dynamic collaboration between agricultural machinery appraisal and testing institutions, enterprises, and scientific research units, support cooperation in conducting research on appraisal and testing technology and equipment, innovate appraisal and testing methods, develop specialized testing equipment, optimize technical evaluation methods, and continuously improve the quality and efficiency of appraisal and testing work. Open up a "green channel" for urgently needed innovative equipment identification, shorten the identification and testing cycle to the greatest extent possible, and prioritize acceptance and implementation. Explore the establishment of a traceability system for the application effects of machinery and ensure the rights and interests of application subjects. Strengthen the management of the entire process before, during, and after the appraisal and testing of agricultural machinery, effectively preventing and resolving risks.
(15) Accelerate the inclusion of innovative products in the subsidy scope. Strengthen the guiding role of subsidies for the purchase and application of agricultural machinery, accelerate the inclusion of innovative agricultural machinery products that are urgently needed for production and welcomed by the masses in the subsidy scope, and implement the policy of "optimizing machines and subsidies". Make good use of the subsidy channels for innovative products, and provide specific subsidy support for innovative products that have made research and development breakthroughs and urgently need to be matured and finalized within the scope of the short board machinery catalog for up to 3 years in accordance with relevant regulations. Promote the simplification of the appraisal process for innovative products involving agricultural machinery appraisal institutions in maturation applications. For innovative agricultural machinery products whose testing and identification capabilities cannot be guaranteed temporarily, subsidy qualifications can be obtained through methods such as "qualified third-party testing+field (yard) testing verification+agricultural machinery service organization evaluation".
(16) Strengthen policy support. Actively incorporating construction related content into the relevant special plans of the 15th Five Year Plan, supporting local construction pilot certification and mature application platforms, supporting enterprises to carry out technological transformation, and building digital, intelligent, and green workshops (production lines). Implement policies such as additional deduction of research and development expenses, value-added tax retention and refund. Optimize the policies for the first unit (set) and first batch of applications, include innovative agricultural machinery products with significant application prospects in the "Guidelines for the Promotion and Application of First Unit (Set) Major Technical Equipment", and promote the promotion and application of related equipment through policies such as insurance and procurement.
6、 Organize and implement
All levels of agricultural and rural departments, as well as industrial and information technology departments, should fully recognize the importance of strengthening the application of experimental certification and maturation in innovative agricultural machinery products, unify their ideological understanding, refine and improve measures, form a working force, and ensure implementation. We need to establish a work promotion mechanism, strengthen overall coordination, gather resources from all parties, and work together with relevant departments to develop effective implementation measures based on local agricultural resource endowments, agricultural machinery and equipment industry foundations, and provide policy guarantees for pilot testing and mature applications.
The pilot provinces for the integration of agricultural machinery research and development, manufacturing, promotion and application should take the lead and innovate actively, explore and introduce targeted work measures, and effectively break through the bottlenecks from research and development, manufacturing to promotion and application. Strengthen regional collaboration, encourage provinces with advantageous applications and research and development manufacturing provinces to jointly carry out agricultural machinery testing and maturation application work, and improve efficiency and effectiveness. Timely summarize the effectiveness, practices, and innovative experiences of testing and maturation applications in agricultural machinery, increase publicity and promotion efforts, and strive to create a good social atmosphere.
